Infrared cameras measure thermal energy and then produce a video image of heat differences in the scene. This does not mean that it only sees hot objects. The camera images differences in heat regardless of their temperature (in the systems range).

If you have an object that is 32°F and you image it with an IR system against an ambient temperature of 0°F, the 32°F (freezing) object will appear hot in the imager. There are two main reasons for this. First, IR imaging systems display temperature differences as hot and cold relative to all objects in the scene. Second, in comparison to the ambient reading, 32°F is actually warm.
